INTRODUCTION

Dakshina Kannada is one of the coastal districts of the State along with Udupi and Uttara Kannada consisting of coastal and malnad area. It is unique in its geography, demography and cultural entity.  The coastal belt is densely populated, full of economic activities and highly responsive to changes. The hilly malnad area is however, comparatively sparsely populated and comparatively less responsive to changes.  The district (along with Udupi) is separated from the rest of the State by the Sahyadri mountain ranges in the eastern part.  People speaking Kannada, Tulu, Konkani, Byari bhashe and Malayalam and belonging to different faiths of Hindu, Islam, Christian  co-exist with love and peace.  The temple culture i.e., the presence of a number of places of worship belonging to all religions is a special one in the District.  Yakshagana, Bhuta kola, Nema, Ati Kalanja, Sone jogi, etc., enrich the cultural, social and religious life of the District.

HISTORICAL BACKGROUND :

According to the historians, three hundred years ago during the reign of the Vijayanagar Empire, Garodis were in fact military schools where commanders used to be trained in martial arts. But after the downfall of the Vijayanagar Empire in the mid 16th century and with the arrival of sophisticated weapons with the British invasion, these centers became symbolic martial centers.

A big wooden bench placed in front of the Garodi even today are a testimony to the fact that Garodis were centers of martial arts training earlier.

However after Koti Chennaya attained martyrdom, the Garodis were elevated as worshipping centers as the two were closely associated with Garodis. Thus they became parallel temples for people particularly of lower castes who were prohibited from entering temples.

Deprived of equality and dignity and ill treated for centuries Koti Chennayya became heroes and were then elevated to the status of Gods by the Billava community.

DISTRICT AND EDUCATIONAL PROFILE :

Dakshina Kannada is considered as one of the educationally forward districts. As per 2011 census, the total population of the district is 20,83,625. Male and female were 10,32,577 and 10,51,048 respectively. Population Growth for Dakshina Kannada District recorded in 2011 for the decade has remained 9.80 percent. Same figure for 1991-2001 decade was 14.59 percent. Total Area of Dakshina Kannada District was 4,559 with average density of 457 per sq. km. Dakshina Kannada Population constituted 3.41 percent of total Karnataka Population. Sex Ratio of Dakshina Kannada District is now 1018, while child sex ratio (0-6) is 946 per 1000 boys.

Average literacy rate of  Dakshina Kannada in 2011 were 88.62 compared to 83.35 of 2001, male and female literacy were 93.31 and 84.04 respectively. Total literate in Dakshina Kannada District were 1,666,834 of which male and female were 866,331 and 800,503 respectively. While preparing the Annual Work Plan and Budget for the year 2015-16, the 12.50 % gap between male and female literacy is considered an area for special focus since SSA came into practice.

     In Annual Work Plan 2019-20, importance is given to the improvement in quality of education such as introduction of new classroom techniques, to strengthening the activity based teaching, enrich the creativity of the children, adaptation of new techniques in the process of evaluation, inspiring research in class room techniques, special provision for minority children- the Plan has several activities for improvement in quality of education. The Annual Work Plan 2019-20 is more futuristic than the reflection of previous plans. A detailed action plan is submitted to State Project Office.

DISTRICT BACKGROUND

DAKSHINA KANNADA is located in the South Western part of Karnataka having Kasaragod of Kerala State in the South, Udupi in the North, Chikamagalur, Hasan and Kodagu in the East and Arabian Sea in the West as its borders.  The district has a coastal belt of about 45 K.M. N.H. 17 passes through the coastal line, which connects the state with Kerala and Maharastra. N.H. 48 connects the district with State Capital Bangalore and N.H. 13 connects to Sollapur, Maharashtra via Chitradurga and Bijapur.

DAKSHINA KANNADA is well known in India for its famous temples like Dharmastala, Mangaladevi, Kateel, Kudroli, Subrahmanya etc. It is also known for hotel business, education, banking, communication, transport, etc.

Mangalore city, the district center is famous for Medical, Banking,   commercial and educational center.  It is well known for its educational institutions and medical facilities.  Kasturba Hospital and Medical College, Fr.Mullers, attracts hundreds of students from abroad. Mangalore University is having a number of educational institutions. NMPT is the Famous Harbour in India and one of the important business centres which is about 10 kms from Mangalore city.

Dharmastal is famous religious place for Jains, and Hindus. It is now headed by Sri Veerendra heggede. Now it attracts thousands of pilgrims from all over the country. Famous Gomateshwara Statue is an important attraction in Dharmastal.

Moodabidre a Famous religious and educational Centre and it is famous for Thousand Pillars Basadi. 

Panambur, Ullala, Someshwara, Chitrapura are some of the popular beaches. Ullal Darga, Milagres Church, Aloysius Chapel, Pilikula Nisarga Dhama, Shobhavana-Mijar, Sultan Batteri, Karinja etc are the important places of tourism.

CLIMATE AND OCCUPATION:

There is a heavy rainfall during monsoon i.e., between June and September. The district receives an average rainfall of about 4000mm. Perspiration is a common phenomenon during summer because of high humidity. Winter is not too cold here. Agriculture is one of the important occupations of the people.  Paddy, Sugarcane, Coconut, Areca nut are the some important crops.  Fishing is another important occupation of the people. The people of Dakshina Kannada are also known for their banking and hotel business. Chocolate Factory, Tiles and Bricks factories, Cashew nut factories are the small scale industries.

SOME GREAT PERSONS OF THE DISTRICT:

Madhwacharya, a great Dwaitha Philosopher was born in undevided Dakshina Kannada district, who established Asta Mathas of Udupi.  In the field of   literature DK gets top position.  Ratnakara Varni, K.Sankara Bhat, Panje Magesha rao, Manjeshwar Govinda Pai famous Writers.  Karnad Sadashiva Rao, Shrinivasa Malya, pioneers of the district.

Yakshagana is one of the folk arts of the district attracts thousands of people. Yakshagana melas (Troups) travel in various foreign countries and is praised by them.

Kannada, Tulu, Konkani are the languages of the district.  Billavas, Mogaveeras, Bunts, Brahmins are the prominent communities.  Christians and Muslims are also in significant number. There are backward communities like Koragas, Kudubis, Schedule caste and Schedule tribes etc. The people of Dakshina Kannada are forward in literacy, and they are peace loving and hard workers.

In Dakshina Kannada district public awareness about the importance of education leads to a high literacy rate, voluntary enrollment and also retention. There is a lot of encouragement for education by the community leaders, voluntary organizations, NGOs, religious institutions and many individual personalities.

The district is educationally forward in terms of literacy, accessibility of educational institutions to pupils, enrolment percentage. In Karnataka there are four levels of school education system. They are Primary, Upper primary, Secondary and Higher secondary. The primary comprises of I to V classes, Upper primary VI to VIII, Secondary VIII to X classes and higher secondary XI to XII.

The Educational administrative machinery is headed by the Deputy Director of Public Instruction (DDPI) and is assisted by 1 Educational Officer, 5 Subject Inspectors and one Superintendent of Physical Education, who provide academic guidance at the district level. The D.D.P.I. takes up the academic and administrative inspections of the institutions in the district and also provides educational leadership to the entire district.

At the block level, the Block Educational Officer (BEO) heads the educational machinery supported by a team of Educational Coordinators. The Block Resource Coordinators and CRCs pay visits to the schools in their jurisdiction and provide academic support for quality improvement in the schools.

VISION STATEMENT

    The vision of the DIET Dakshina Kannada is to become a vibrant Academic Resource and Research Institute for enhancing and sustaining Quality of Primary Education in Dakshina Kannada District.  DIET mainly concentrates on providing academic supervision and leadership at district level.

MAIN FUNCTIONS OF DIET

  1. Regular monitoring of the schools and giving academic guidance.
  2. Evaluating several schemes and programs introduced by the department.
  3. Coordination with the various agencies involved in the promotion of elementary education.
  4. Interacting with various projects and implementing new-projects, building & developing the capacity of the community.
  5. Practicing a participatory approach in all programs and trainings conducted.
  6. Conducting various exams like Departmental examinations, Commerce exams, and Computer Exam, Music, Dance and Drawing exams.
  7. It acts as a nodal agency of centralized admission of D.Ed., courses.
  8. Preparing training modules according to the local needs.
  9. Teaching Pre-service D.Ed  students
  10. Conducting D.Ed examinations for Pre-service teachers of the whole district.
